EGSA is an independent, voluntary organisation with its own management committee. Core funding is received from central Government. The organisation was set up by the Northern Ireland Council of Social Service in 1967 as an experimental pilot scheme: it was financed by the Clement Wilson Foundation, later supplemented by a grant from the Gulbenkian Foundation, and from 1970 it has been grant aided by the Department of Education for Northern Ireland (now Department for Employment and Learning).
